He aims to improve traffic flow, streamline processes to efficiently complete much needed transportation projects. Gary will review the countywide transportation plan (CTP) and prioritize implementation of critical transportation projects. Gary will collaborate with key stakeholders to restore regional transportation funding, protect existing revenue sources, and explore new revenue sources for transportation outside of taxation.

He will advocate for the reduction of toll rates on the Dulles Greenway and work towards developing alternative routes in partnership with other entities to alleviate the burden on taxpayers.

Gary is committed to prioritizing education and supporting teachers as a driving force for the county’s future success. He aims to achieve this by investing in quality schools and student resources through a strategic budget overhaul. Gary will emphasize the need for accountability by advocating for a transparent audit of the school board’s past performance and spending.

To ensure effective use of the school budget, Gary will promote evidence-based decision-making. He proposes the establishment of Key Performance Indicators (KPIs) for the Loudoun County School Board, enabling the Board of Supervisors to identify areas for improvement, monitor progress, and evaluate educational programs. This data-driven approach ensures that budgetary resources are targeted efficiently, and the school system’s accountability is based on actual outcomes.

Gary will oversee capital improvement plans to guarantee a safe environment conducive to learning for all students.

Gary recognizes the importance of creating a safe and secure environment for students, staff, and the entire school community. He will prioritize school safety by ensuring there is budget to implement comprehensive safety protocols. He aims to establish a strong foundation for preventing and responding to potential threats including sexual assaults. By placing school safety resource officers in every school, he ensures the presence of dedicated individuals who are specifically trained to handle security issues and maintain a safe learning environment.

Gary plans to foster community partnerships by actively engaging community organizations, businesses, and nonprofits to establish collaborations with schools. These partnerships will enhance educational opportunities and support the overall development of students and support for our teachers.

Gary’s focus on fostering a thriving business community in Loudoun County is aimed at promoting economic growth and employment opportunities countywide.

Gary will actively engage with local businesses, organizations, and residents to understand their needs and develop a comprehensive economic development strategy that aligns with the community’s interests and goals. He will work with Loudoun’s Department of Economic Development and support their agenda to recruit businesses and create jobs.

He will also work hand in hand with the Chambers of Commerce, industry associations and business community, to promote Loudoun County as an attractive destination for businesses and tourism.

Gary will advocate for business-friendly policies and incentives, such as tax incentives and streamlined permitting and zoning processes, to attract and retain businesses. He will also prioritize diversifying the business environment beyond data centers by identifying emerging industries and developing strategies to attract companies from sectors like technology, healthcare, advanced manufacturing, renewable energy, tourism and equine. He will advocate for infrastructure investments that support business growth, including reliable transportation networks, high-speed internet access, and the development of business parks and innovation hubs.

Gary recognizes that Dulles International Airport is an important partner in the county. He will work with Dulles International Airport to capitalize on Loudoun County’s strategic location, one of the most economical cargo gateways in the country.

He will also prioritize the needs of both eastern and western Loudoun County, ensuring a balanced approach. Gary will support farmers and implement farmland preservation programs, such as conservation easements, recognizing the importance of agriculture in the community.

Gary will collaborate with educational institutions and workforce development agencies to align educational programs with the needs of local businesses, providing training and skill development opportunities for a highly skilled workforce.

Gary is committed to prioritizing the safety and security of Loudoun County residents. He fully supports the Loudoun County Sheriff’s Department and emphasizes effective law enforcement, emergency response, and community outreach programs.

To address emerging safety concerns, Gary will collaborate with law enforcement agencies, first responders, and community organizations, implementing proactive strategies. He also aims to enhance public safety infrastructure, including improving communication systems and developing additional fire and police stations to accommodate the county’s growing population.

Gary will also prioritize the role of the Commonwealth Attorney’s office in ensuring public safety. He will work towards establishing better communication channels and protocols between the office, law enforcement agencies, and school officials. This collaboration will enable a more coordinated and efficient approach to addressing safety concerns in the community and the schools.

Gary will facilitate a collaborative planning process for land use development in Loudoun County.

Depending on the Zoning Ordinance Rewrite, Gary will determine the appropriate time for the next Comprehensive Plan update. He will engage stakeholders through task forces, working groups, or committees focused on commercial development and residential zoning as part of the Comprehensive Plan. Additionally, Gary will review and evaluate the Zoning Ordinance Committee to ensure the best functionality of the group.

To ensure the plans align with community needs and aspirations, Gary will conduct a community needs assessment and seek input from stakeholders countywide. Based on this input, he will develop a shared vision and goals for land use planning and revitalization in Loudoun County. These goals will reflect the county’s unique characteristics, such as preserving cultural heritage, enhancing quality of life, ensuring rural open space, preserving farmland, and promoting sustainable development. He will support Loudoun’s farmers by implementing farmland preservation programs such as conservation easements that will also protect the history and unique qualities of Loudoun’s villages and towns.

Gary will carefully consider the potential impacts of revitalization projects. He will assess and mitigate risks related to increased traffic, overcrowded schools, noise, and other potential nuisances. His focus will be on incorporating appropriate measures to minimize negative impacts and create a balanced and harmonious community.
