He will also work hand in hand with the Chambers of Commerce, industry associations and business community, to promote Loudoun County as an attractive destination for businesses and tourism.
Gary will advocate for business-friendly policies and incentives, such as tax incentives and streamlined permitting and zoning processes, to attract and retain businesses. He will also prioritize diversifying the business environment beyond data centers by identifying emerging industries and developing strategies to attract companies from sectors like technology, healthcare, advanced manufacturing, renewable energy, tourism and equine. He will advocate for infrastructure investments that support business growth, including reliable transportation networks, high-speed internet access, and the development of business parks and innovation hubs.
Gary recognizes that Dulles International Airport is an important partner in the county. He will work with Dulles International Airport to capitalize on Loudoun County’s strategic location, one of the most economical cargo gateways in the country.
He will also prioritize the needs of both eastern and western Loudoun County, ensuring a balanced approach. Gary will support farmers and implement farmland preservation programs, such as conservation easements, recognizing the importance of agriculture in the community.
Gary will collaborate with educational institutions and workforce development agencies to align educational programs with the needs of local businesses, providing training and skill development opportunities for a highly skilled workforce.
Gary is committed to prioritizing the safety and security of Loudoun County residents. He fully supports the Loudoun County Sheriff’s Department and emphasizes effective law enforcement, emergency response, and community outreach programs.

Depending on the Zoning Ordinance Rewrite, Gary will determine the appropriate time for the next Comprehensive Plan update. He will engage stakeholders through task forces, working groups, or committees focused on commercial development and residential zoning as part of the Comprehensive Plan. Additionally, Gary will review and evaluate the Zoning Ordinance Committee to ensure the best functionality of the group.

Based on this input, he will develop a shared vision and goals for land use planning and revitalization in Loudoun County.
